Text for the BF-81 ad:

Every body worker should have this Forming Plier for perfect edging of damaged fenders. Fenders are made from heavy gauge steel and the fender edging or bead is not readily reshaped. This tool combines the principle of a compound leverage plier and fender dolly. The wedge nose on the lower jaw is used to pull out turned under beads to insert the mated forming jaw. Forming is readily accomplished by gripping the bead firmly in the plier jaws and employing a rotating motion. The flat spot on top of the jaw can be struck with a hammer to assist in the forming operation. The inside of the jaws are undercut to allow ample clearance for the roll of the fender.

OK guys, usually I challenge with things that I have already
ID'd but this has me stumped. I have added a pic of the
brand to help (BINGO). Tool is about 12" from the top to bottom,
not including the screw's handle..

Not sure if the one chain is meant to go down around the other
and note the "leaf springs" on the mobile cross bar.
