Easy to get a title..if you are the admin of their estate.. if not it will go thought probate . You can't sell it without it.. And the next owner be able to title it..
This ad states no title.. so I doubt the owner died and a legal admin of the estate is selling it. as they could get a title..
It is worthless scrap without a title..
Sadly.. many sell vehicles they don't own, they go up to n.h. that owner tags it, and then resell it with notarized b.o.s.
Happens a lot to snow birds.

Buying out of state with no title is no problem here in Nevada. You don't go thru dmv but municipal court judges have jurisdiction. Submit any documents old reg bill of sale. Court sends letter to last known address. If it's not contested you can take court decree to dmv and they hate it. Title granted in 45-60 days and not bonded
