Same problem as in 2015. Will check the fuses first.

Just replaced the horn(s) on my '04 Silverado.

I would suggest you put power directly on the horn and see what happens.

Mine was all corroded and didn't work.

All of the circuitry was good and replacing the horn itself fixed it.

Checked the fuse box and horn. All OK. Started turning the wheel while I hit the center pad. Horn just began honking for no apparent reason. Gotta get down to the inspection station before it stops again! ha. Thanks for the help.
