Radiator Core Support Mounting?

My radiator core support has a lot of rust issues in critical areas.
I have ordered a new one with a new mounting kit.
What is the correct order to assemble these parts to install the support ?

Before you disassemble take a measurement of the distance between the frame and the rad support. Have a look at your fender to door gaps before you start too. Often you have to adjust the shims a bit to get proper fender to door gaps.

The link referenced in Post # 2 of this thread, shows an assembly order which is different from the installation video from Brother's trucks.

Which one is correct, rubber to FRAME, or rubber to SUPPORT

Probably whatever makes the fenders match the doors the best?

Page 109 of your yellow assembly manual. I just cant scan right now. And SkinnyG is right, it also says Shim As Required. Listing the washers as shim as I read it.
