Soft brakes on k10 Suburban

What:
1973 K10 Suburban (had it about 6 months)

Symptom:
SOFT brakes, they work "ok" but you have to push them pretty good to stop.
Meaning use some force!

I took this thing for a road trip and ended up on a very steep and LONG hill.
The brakes heated up and were smoking!
Later on the same trip I heated them to the point I lost "pedal feel". Lucky for me I was off the mountain, but I sure hated it.

It almost feels like only the front are working.

However, I know the rears are working cuz when that woman pulled out in front of me I locked up one of the rears.

So my question is this: What do I need to fix to get good "Pedal Feel"?

Booster? I'm redoing the front so its going to get new rubber lines.
But in my experience that does not change all that much regarding how the pedal feels.

Also that overheating the breaks thing is a real bummer.
