Unable to PM someone who I have contacted before
 

It is not saying PM box is full it is saying...

anew4961 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

If you are trying to send this message to multiple recipients, remove anew4961 from the recipient list and send the message again.

Anyone know why this is happening? I am sending and receiving to everyone else?

You can turn off that feature in your user profile. I looked him up and it shows he is online right now. You can post a note to him via his profile, no idea if he will see it or not.
