Texas heavy duty emissions exemption law
 

Hey everyone,
I've searched this whole site and google but I can't find a reference to a discussion on mid 1970s (75-77 maybe)Texas law that exempted 1/2 tonnes from catalytic converters and egrs/ air pumps, if they were sold as heavy duty. Which usually menat 350/ 400 engine and extra springs and overloader shocks.
Any help finding a link to the that specific Texas law online anywhere would be greatly appreciated. I'm up against the canadian government who want me to install these though my truck never had them.

Here is what you need: The catalytic converter will be considered as a part of the exhaust system on all vehicles prior to 1984 year model and will be inspected only visually (if present) for leakage. On 1984 and later model light truck and passenger vehicles, the catalytic converter will be checked for presence and leakage. Flexible tubing which meets the requirements listed below may be used anywhere in the exhaust system.

General guidelines.
1. Horn
2. Windshield Wipers
3. Mirror
4. Steering
5. Seat Belts
6. Brakes (system) Parking - (beginning with 1960 models)
7. Tires
8. Wheel Assembly
9. Safety Guards or Flaps (if four tires or more on rearmost axle)
10. Exhaust System
11. Exhaust Emission System (beginning with 1968 models)
12. Beam Indicator (beginning with 1948 models)
13. Tail Lamps (2); (1) if 1959 model or earlier
14. Stop Lamps (2); (1) if 1959 model or earlier
15. License Plate Lamp (1)
16. Rear Red Reflectors (2)
17. Turn Signal Lamps (beginning with 1960 models) (mea-sure if 1959 model or earlier)
18. Head Lamps (2)
19. Motor, Serial, or Vehicle Identification Number
20. 1988 & newer - inspect for window tinting or coating
21. Gas caps on vehicles 2-24 model years old.

Overall width is determined by measuring from the widest part on one side to the widest part on the other side of the vehicle. In some vehicles this may be the dual wheels which would be considered as part of the width. Do not include an outside mirror or mirrors in determining overall width.

simply put..
84 and later is when they started the cat converter installs..
i have an 83 and i argue that with those bufoons doing my "inspection" that cant figure out how to drive my truck

Only 84's and new are required to have them. 83 and older are only visually inspected if they are installed. The State seperates Exhaust system and Exhaust emissions.

I did find something interesting. Only 88+ vehicles are supposed to be inspected for tint!!

Why are you concerned just with Texas law? As far as I know, the state of Texas does not have any emissions laws that are stricter than the federally mandated emissions laws.

This article from the 73-87.com site explains what 'heavy duty' is (it is based on the rated GVW) and the years affected - 1973-1987 Chevy/GMC Pickup Emissions

Now several years ago, starting in 1996, there were several Texas counties that enacted stricter emissions TESTING than the rest of the state. These counties are primarily the ones that include Houston and Dallas/Ft. Worth and the surrounding counties.

The stricter testing includes operating the vehicle on dynomometer with an exhaust analyzer hooked up to it. This is required for all pre-OBD2 vehicle that are 25 years old or less. So not only do you have to pass the visual, it all has to work too. The OBD2 vehicle, which are 1996 and newer, just have to have a scan tool plugged into the PCM and it checks for trouble codes.

The issue I have is that the Transport Canada (federal) is telling the Alberta provincial government inspection agencies that 1975 and later trucks had catalytic converters, egrs and air pumps and I need to install them to pass provincial inspections for road worthiness.
Thing is; my truck never had any of them as I am the second owner, I have the RPO sheet from the dealer and comments from the original owner to the effect that is was sold as Heavy Duty to clear the emissions regs.

So, I am trying to prove to the Canadians that thruck truck is as manufactured- an uphill battle.

As an additional thought, I read an article about how SEMA is struggling to keep performance engines free of tougher emission standards coming from the new adminstration.

I have thought about it- makes me smile.

I was wondering when someone might ask me that. I was originally from Cda. Visa ran out and family started hollering for us because we never came to visit. Showed them- now they can't get rid of me.

I think you and the original owner are confusing the 5/8 ton exemption for BIG 10s and Heavy Halfs with something related to Texas exemptions. AFAIK, that was a national thing rather than Texas only.

Maybe you can get a waiver if you don't drive it to often.
