The hold down you have pictured doesn't look like mine. Mine has a bolt that comes up from the bottom and through the slot in the holder. Then a "C" shaped piece of metal that also has a slot in it goes on the bolt. Then a threaded and bent piece of 1/4" steel threaded 1/4"-20 becomes a wing nut. Should be able to fab it up fairly easy. Probably easier than finding one to buy...

Do you have a picture of what you're talking about. The pictures I attached to my original post we're just ones I found off the internet that's not what I have but figured it was what I needed.

Sorry for the delay, the weather has sucked. The bottom of my carrier is just a lip that the can sits over. So it may be different from yours not sure. But the hold down would be easy to make. I'm pretty sure Bestop the manufacturer of this one, and it has been on my truck since at least 1990.

Note, the big nut in the picture of the hardware is not part of the kit. The aftermarket can (which is really a flip top toolbox) is not as tall as the original GI cans so the nut is just a spacer to get the wingnut (Just a drilled and tapped piece of bent 1/4" strap) high enough to be tightened without it hitting the tube.
