What's this for in the valley of a Lincoln 430

I'm watching someone restore a Lincoln 430 and it has some kind of windage tray or something in the valley right behind the frontmost bank of cylinders.
Does anyone know what this is for? I assume oil control of some kind, but what was the problem they were trying to solve and how does it solve it? |

Maybe slows the oil down and keep more oil at the front half of the motor? Is the motor at a rearward tilt when sitting in the vehicle??
