I know on my old 94 that after cleaning/replacing the milky lenses it was bright. Never ran any LED or HIDs, so not sure how much or what brands to point you to.

I've been debating some LED headlights, but money has been tight lately, so I haven't pulled the trigger yet. I can't give you any real first-person experience with them, but I've heard a lot of good talk about them. I will say that when it comes to picking the color temperature of the lights, the closer to the low- to mid-4000K range you can get, the better. All OEM HIDs are between 4100 and 4300K. That's the purest, whitest area of the spectrum. I would never go any higher than 5000K.

I had HIDs in my Suburban, but an inspection station was giving me hell for them, so I took them out to get my sticker and just never bothered to put them back in. I love the white, bright light and with the right housing they won't cause bad glare for other drivers, but the slow warm-up times and hassles with ballasts and relay harnesses just aren't worth it all that much anymore with LEDs quickly coming down in price and eliminating all the negatives of HIDs. I do still have HIDs in my '91, but it rarely gets driven anyhow.

Ya thats what I dont like about the hids. Im not great with wires and what not. really prefer plug and play. Ive been researcing and everything leads to HIDs but im not sure what houseing to get or even where to start I really like the fact of LEDs but reseach says the light isnt much better than stock but I have no clue.
May just start with a new houseing and the brightest incandescent bulbs I can find and do a head light relay to get the 4 light high beams which was in the plan anyway. And maybe try those leds at least one side...... hate spending money twice but I cant think of another way

No, even with relay harnesses, there's no real "wiring" needed for HIDs. I'll be the first to tell you that when you get beyond a simple positive/negative ground situation with wiring I get lost, but I had no issues connecting the ballasts and relay harnesses for the HIDs. It's just that the more components you have in the system, the more room for failure you have.

Really, just a good, clear housing will do fine as long as you make sure it has a chrome glare cap over the lowbeam bulb. I have the TYC Elegante headlights in my Suburban, but sadly they seem to be out of production anymore.

You just have to do your research and look closely at the LEDs you buy. The link you posted has 3 different wattages to choose from.
The 25w kit at 2800 lumens is going to be about the same brightness as stock headlights.
The 35w kit at 3900 lumens is going to be a little brighter than most 35w HID kits.
The 45w kit at 5000 lumens would be great for highbeams, but I think it would be too much for lowbeams.
