Bisko sells them on CD. I only have the 2005 manuals. They cost me $400 so I'm not in a hurry to buy a full set from 1999-2007

I have the 2001 Silverado manuals in paper. They are bulky and expensive. I don't see an easy way to copy them without cutting the binding.

Cutting the binding is fairly easy if you have a local print shop with a shear. It'll cost several dollars to get it done.
Sheetfeed scanners that handle 11" wide paper are mildly expensive new. The Fujitsu Fi5530C2 can be purchased used for $100-$300 yankee bucks. Pretty good when you realize it was over $3000 for one in 2008.
The downside of the 5530 is that the software limits the page length to 32". The newer Fi7180 will handle 220" long pages but it's more than a little expensive.
