Really depends...

I replaced the carpet in my '88 5.0 Mustang and was not happy with the results. I laid the carpet out in the smokin hot black driveway for a few hours. Installed it and it still turned out pretty bumpy.

My father in law, a home carpet installer for 35 years, took a look at it. He used some 3M adhesive spray to pull the edges out to stretch the carpet into place. Trimmed some spots around the seatbelt bolts that could cause the buckling. Looked okay when we were done. Still not happy with it. He said, the padding was not glued onto the backside of the carpet properly.

When I install the carpet again, I am removing the pad from the carpet. I will take the extra time to install the pad and glue it down flat. Then install the carpet separately. If you have to, you can glue the buckles down to the pad during installation. Make sure nothing is keeping the carpet from moving into place. For example, trim or bolt holes.
