Truck scales measure in 20lb increments. If it's right on the line 9-11 lbs, it will be hard for it to pick it up. But that gives us a real good start..
Your front end is not much heavier than mine was when I started messing with springs (Mine was 2,260). Here is the info for the spring I am using:

I would guess that this spring would be pretty close to what you need / want. Now, it might sit a little lower than mine (I can take a few more pics if you want).
As far as the rear, let's play with that after you get the front doing what it should do..
