the wiper board is available aftermarket from Dorman (most parts store) for ~$30.
the pulse function works off a variable resistor in the switch which tells the board how slow or fast to delay. the low and high speed works by the switch sending seperate yet equal voltages to the board to energize both windings ibn the motor.
there is a flow chart which you use with a DVOM to test the system. maybe you can get it from Autozone.
the cruise switch is alot more money and way more work. it comes as part of the multi-function switch and they sell for around $120 from Standard. A/C Delco has them for about $20-$30 more. I would wait for something else to go wrong first. like turn signals acting up, headlights no dimming etc.

BTW, have you noticed a buzzing or fast clicking noise from the glove box after hitting a bump or using your turn signals? (bad multifunction)
