If you go to the DMV website, they lay out a history of the changes. 70 was the last year black/gold plates were issued, which would explain why so many ended up on 71's that were bought at the end of 1970.
They do say that in 83 they switched to the sun background (remember "LA Law" )...but we bought an 86 Bronco in 1986 that had, and still has blue/gold plates. If the website is correct, then I am guessing someone transferred them from an older vehicle before it was sold to us? Only thing I can come up with.

My parents had a '69 Old Delta 88, 1st car I got a ticket in
, and it had Blue and yellow plates. My '87 Volvo, has the sun background plates. The web site is typical gov site with all kinds of mistakes
