the tbi heads will give you the best gas mileage as well as bottom end torque. They aren't much good above 4000rpm but if you're not going to change the pistons and the cam then you won't be up there much anyway. Make the vortecs a future project and slap the tbi's on there. You can also use a stock intake with the tbi heads. You only have to notch the 2 center bolt holes at the top. If you use vortecs you will have to buy a special 8 bolt intake manifold to go with them and then you need to upgrade your cooling system if it isn't top notch as you will lose the rear water passages on the intake unless you pipe in a bypass which isn't very pretty.

You probably already know this crap i'm just tossing it out there for consideration again.
