I ran into the same thing on our '66.
You probably have cross sills to fit the '60-62 frame. That was our problem and none of the holes lined up. Are the rear most holes too wide to even sit on the frame?

Mar-K.com makes new ones that are high quality and made in the USA (Oklahoma city in fact)

Looking good!! With the bad, I had exact same issue, but reversed on my 62. The clue should have been the back up lights..lol.. But I just replaced the sills. It was easier and fairly inexpensive for the new ones. Bonus, everything lined up after that..
