When I got mine it had NO windshield regulator at all. The windshield hinges were fine and the rubber was new-ish. I found a frozen one intending to use it as a core for a rebuilt one from Jim Carter's but it turned out to be good enough to rebuild. SO I did and it turned out great. My windshield opens and closes easily now....but of course it still leaks air like a sieve!
