Good old sandpaper and elbow grease...just time consuming and annoying. Blasting = more $ but less hassle/work.
.Also, we painted a buddy's 4-Runner wheels (his daily driver) gunmetal grey using the wheel paint at O'Reilly's at the beginning of the summer. We sanded, primpered, painted and cleared using all the same brand and still to this day there's no chips, cracks or peels. He even had new tires installed 3 weeks later and either the paint held up well or the tire shop took good care on putting them on
