Check it out like you would any other carbed vehicle. Is there gas getting to the carb? If not, then change the filter, check the fuel pump etc. If there is gas to the carb and you are convinced it is the carb, get another from a junk yard or a kit and rebuild it etc. Check float level too.
Before you go tearing into the carb, check for spark as well. Make sure the distributor is turning. We worked on my sister in laws' Civic one time and couldn't get spark. Finally noticed the dist was not turning - the timing belt had lost some teeth.
