If memory serves me correctly, the park lights are suppose to go out when the head lights come on. My 64 and 72 are both that way with factory wiring.

As far as the left side of the grill, you could try slotting the mounting holes in the bracket where it bolts to the fender. That may allow you to push the grill in further. That is why I like to stick with the best used OEM parts as possible. I normally do not condone modifying parts that should fit correctly in the first place. I would try and to loosen some of the mounting bolts and see if you can work it up closer. Be careful not to scratch that beautiful paint. Good Luck.
