Probably because cars have lasted for so long without them plus filters don't do anything when you drive with the windows down (i do every chance I get).....The automakers realized it was kind of a pointless item & cheaper to build without them. Mainly because it was cheaper. The auto makers like saving a penny here & there. Per truck multiplied by a few hundred thousand vehicles, that really adds up!
