Im not sure what you mean by collapse the bushing.... you want the nuts to be tight on the washers, which are tight on the sleeves, so the arm will pivot on the metal sleeve, you do not want the washer rubbing on the bushing very hard, just touching barely, you do not want a ton of friction there, it just wears the bushings sooner.
