What that means is when you press the pedal down, instead of only the cable moving, the casing wants to pull through the clamp so the brakes don't lock on properly. Look at the back of your brake pedal assembly and there is a clamp that locks the cable in place. That's the area that it just slides around in.
I have 2 new cables and I am replacing them with good used ones because of this.
