Not seeing the whole pic, looks like it may be hooked up backwards.

PCV valve is a small check valve, usually in the valve cover. It draws crankcase fumes into the base of the carb to be re-burned. Opposite valve cover usually has a breather of some sort. Either a straight breather or a line run to the air cleaner so fresh, filtered air can be drawn into the crankcase. (air out, air in)

Not positive, but that may be a straight breather with the vacuum line hooked to it?
What's in the opposite valve cover? Any spring loaded check valve that rattles when you shake it? (PCV)
