The "rubber mounts" don't mount to the regulator.

Wrenchbender said, the "rubber mounts" are Wellnuts. You stick the Wellnuts into the holes in the radiator support. Place the regulator in position, and insert the mounting screws through the holes in the regulator base, and thread them into the Wellnuts. As the screws are tightened, they cause the ends of the Wellnuts to expand and that keeps them from pulling back through the holes in the radiator support.
