The "C" shaped clip is fairly easy to remove. Gently work the felt out so you don't damage it. Inspect the ball bearings for pits. If they are pitted, then you should buy a replacement lower bearing. As best as I can tell, a NEW lower bearing is complete and ready to install right out of the box. Be sure to add GREASE. LOTS of GREASE!
