Why would the pre-95 electric make less power? I am sorry I am trying to learn about diesels.
It is not just pre 95. I should have been more clear. The F code 6.5 is what I was referring to. You have to make sure what you are getting just because it is a 95 or 94 doesn't mean anything. It all goes off the vin code. When I said I only buy 95's I meant 95 F codes. F code is non EGR heavy duty 190HP L65. S code is EGR CAT light duty 180HP L56. P code is van or hummer center mount turbo and 215 in military vehicles.

It is unlikely you have a P code.

You have to make sure you get the right pump with the right ECM per code.

I just don't see what you are trying to do really I might be missing something. I only went electronic because I wanted to get max power out of it not leave it stock. If I was going to leave it stock or even a mild boost I would have went mechanical like I was going to do. You want reliable and stock that all goes with mech. I still need to do some more tuning but I will be hoping for 300HP to the wheels when I am done.

Don't think I am trying to sway you any which way. I am just trying to help from my own experiences.
