MY 66 needs it because as you know even tho the muncie 4 spd is an hammer and dependable ( mine lasted 36 yrs !! ) and I needed exactly what you reported about the first gear as usable for a change hahaha !
Is your truck an 66 3/4 ton or ? And may I ask what it can pull loadwise ?
I ask because the easy fix would have been an T5 World Class 5 speed . But it might have broke or something .
How did you address the speedometer issue if any ? Welding bracets Im sure .
