Spinning the pump too fast will increase the heat generated in the head and create additional load on the motor. Not an expert but would be best if you can swap the 14" pulley to the new pump AND buy a new motor pulley of the correct size to get the recommended RPM. Too small a motor pulley might not leave enough contact area to drive the belt.
