I am not sure if this will work but I had a similiar problem with my dash pad that was on my 65 SS Impala. I don't recall where the recommendation came from, but it was from a restoration source.
Anyway, per the recommendation I coated the dash pad with vasoline and let it set for a couple of months while I was working on the restoration. The pad turned out beautiful. Removing the vasoline took some time but that was (7) years ago and the dash pad is still looking great. Of course the car is not left outside, now.
