I just had the same issue.
First of all heat soak from aluminum carb isn't going to make the starter crank slow. But yes the phenolic plate helps if u have to pump the gas to start after it sits a bit when hot.
The heat off the exhaust pipe is probably heating up the starter and making it crank slow.
I just installed a heat shield on my truck and problem solved
i too thought it was a battery issue at first.
