I fought a similar situation with my build a few months back. With wheels off ground, I would get a little assist when turning right but nothing to the left and the pump chattered like it was going to explode. When I turned off engine, fluid would boil out of the pump. Same as you I had new steering box and pump. What I did was (tires off ground) first, turn wheel right to left with engine off. I went from lock to lock with engine off. Then I let truck run without trying to turn for a few minutes, then I very slowly turned steering to right to the lock, then back to left. If it fought me, I would let it run at idle without trying to turn for a couple of minutes. I did this for a few cycles and the steering got better each time. Now it turns with no effort with tires on ground. I think it took all this to get all the air out and bled 100%.
