think i have a fuel problem

I dropped my tank today (91 350 suburban) because it was running terrible, i kept seeing where chevytech would encourage to test instead of throw parts at it. So i ordered a fuel pressure gauge and tested my pressure it was super low. Pulled the tank and found this so my question is the hose is it correct? It looks and feels like pipe insulation lol. Could fuel line look like this or did somebody just use something they had? You could just pull the pump out it was held by the clamp or anything. While i'm here i gonna install a new delco pump and i think i need a sending unit too my gauge isn't working. I think you can test with a ohm meter but i don't know how.
