The DMV supervisor nearest me replied to an email request I made. In Tennessee Code Annex Section 55-3-103, it states that a completed Certification of Ownership can be submitted if the Vehicle is at least 30 years old and has a Fair Market Value of $3,000 or less. There are requirements that must be met depending on the following:

Notification if the owner is known to the applicant
Notification if the owner is not known to the applicant
Description of the Vehicle
Verification of the VIN
A notarized Bill of Sale
What to do in the absence of a notarized BOS
Photographs of the Vehicle

By all indications, this situation looks pretty easy and cut and dry.
