I have the same problem when one sits around much . The diaphragm and gasket starts to shrink . If pretty new you usually can snug the 4 screws on the diaphragm plate . Removing like you are and replacing should take care of your leak also .
No special tools really . Just basic stuff and all new seals and gaskets and you will be fine .
