with the tooling needed to fab a repair piece it maybe easy to find a donor panel...yeah ..I know those are everywhere...
I would sandblast or strip to bare metal that area around the wheel well to see what you have left to work with...

Above the wheel well is what worries me the most because of the reasons you stated and I don't think I can do that myself. I may have to hire by buddy to do that and I'll do the rest.
