Since you established that you have good grounds, then ground is ground and if all measurements are measured from ground, then "Neg-" only provided confusion.

Voltages are usually taken with "Key Off", with "Key On" or with "Key On, Engine Running" specified.
Were your voltages read with "Key On" and engine not running? Are the voltages on the regulator similar with the engine running?
