#4 should be 0.0 V with the Key Off, BUT if you have 11.3 V on the Field with the engine running, regardless of anything else the Alt should be charging.

This should have been covered with the voltage readings. Pull the regulator connector OFF. Pull the Alt connector OFF. With your ohm meter, check continuity from the F wire terminal on the Reg connector TO the F wire terminal in the Alt connector.
