Just a daily thing? Not some event going on attracting happy fun seekers and other such undesirable heathens? All the good laws on the books they can't seem to enforce and they'll go on "an incentive" for petty crap to please a favored group. Some pervert with a van full of kidnapped screamin' kids drive by the cruiser. One cop says to the other, "Now their goes a nice quiet exhaust.
