make a piece of flat bar with the nuts welded on in the right places
cut a piece of the panel out
slip the flat bar in
weld the hole shut
some work required but maybe less than removing the panel, repairing and installing again. R&R of the panel would allow you to fix any rust associated with the hidden area but that's up to you. either way a piece of flat bar with the nuts welded on is a good repair. a piece of thicker flat bar with threaded holes, and no welded on nuts, may also be an option and require less of a slot to slip it in.
