I think this wheel confirms what some of you mentioned, which is basically the face of the wheel was polished/sanded and the rest raw aluminum, then a clear coat. The only thing I would add is the face of the hub appears polished as well.
This is one of the 9.75" currently on the rear of my C-20. Topic of hubcaps I really like these old caps on this wheel. Unfortunately the caps weren't designed to last 50 years. I'm not a fan of replacement lug fastening type caps for these, which is one reason I like the replacements that take a push-through cap.
