Ya got me there... I would assume the metal is thinner than factory, but I'm still gonna stick with re-sand, re-prime and move ahead. Just use like a 120 grit til the rust is gone then move to a 220 to remove light scratches. A finished paint job is going to have many layers. From bare metal this is the order that I understand to be correct. First epoxy primer, then any filler you may need to create the perfect level and or curves needed, then high build primer, then sealer, then top coat whether it be base coat or single stage, then clear coat if desired. I would encourage you to read through the paint and body section in this forum. There are several pros (MartinSR (?) comes to mind) that regularly chime in and probably some sticky's with all the info you'll need. This place rocks!
