I would do a complete prep on it like you would any way. Maybe do it one fender at a time?

So take it back how far - the body (mostly) looks good on the skim coat ..... so just sand back until I hit metal and/or filler coat ? Basically remove all the paint and stop ...... then reprime.
Go from there.
