So when tracing why my horn wouldn't work I discovered my black powder coated tilt column wasn't grounding to the body. Where it clamps to the dash I had put in a piece of rubber to tighten up a loose clamp so no good contact there. I took the clamp off at the firewall and bared some metal and slipped a star washer under the clamp. Problem solved.
