If he lied to you, or intentionally deceived you, go ahead and file in small claims court. At the very least, it will make the seller nervous, and he'll have to show up in court to answer for his crap.
If you present your case appropriately, documents, advertisements, photographs, repair estimates, phone calls and/or text records, you will easily win your case.
Did you sign a bill of sale that stated "as is" on it. Even then, you may still have a chance in small claims.
Most people don't have a clue how to defend themselves when they have to face the victim (and the Judge). Especially when they're guilty of wrongdoing.
