It is absolutely safe as long as you dont try and do pull ups on the tranny hanging on the bolts. A 400 Turbo weighs about 140 pounds full of fluid. Support the transmission with a floor jack or tranny jack with wheels on it. Make sure to hold the converter in place with the trans. as you roll/slide the trans. back just far enough to reach the flex plate bolts.
