The hole has to do with environmental compliance for waste that effect storm water run office. It is quicker and more effective at draining the MOST oil out of a transmission when it is brought in to a yard. If you look at the plug on his pan above, the drain plug would leave a significant amount of fluid in the pan if that is the only method to drain the oil. ALSO, a lot of transmission pans from the factory did not have drain plugs and the quickest and cheapest why is the poke a hole in the pan.
