That is totally contrary to the norm. Not just inflation. It is typical for businesses to get cheaper rates than private individuals. Even we can save on shipping by simply having the item shipped to a business address. Seems like UPS is dabbling in price gouging. How much do you figure you driving to El Paso to pick them up would cost you? The whole idea of shipping is to save on the cost of transportation
