Drum Brake Operation

I'm seeing where the claim has been made that the master cylinder of a drum brake system carries residual pressure to keep the wheel cylinders partially pressurized. The springs always compress the pistons back into the wheel cylinder when the brake pedal is released. Here's a video that covers the action of a drum brake system.
